he was able to use ninjutsu. the 3rd sealed his arms so he couldnt use ninjutsu's but once Oro changed bodies he got his arms back & his jutsus. when he fought naruto4T, he was not trying to kill him(maybe when Oro used the grass sword) so he didnt need certain jutsus, basically holding back...
