a perfect skill or justu just means you have trained and honed the justu for so long that it is no longer necessary to or imposible to improve on it any more, so yeah it IS actually posible to get a perfect fire ball or chidori just like madara has a perfect susano ;)

comparing itachi to madara is just not cutting it, not fanboying or anything but even hashirama had a hard time fighting madara and he was considered the most powerfull shinobi of his time so i'm not surprised that even 5 kage cant hold ground against him, O.T: imo their equally balanced...
