why did they not kill shino or kiba? nobody cares about them.. maybe that's the reason why they were not killed off.

Madara is Cell obviously. A bad guy who loves challenges, but relies on dirty tricks when he gets cornered. He also needs to become perfect little by little to gain his full strength just like Cell. With becoming perfect I mean being reanimated and becoming the juubi jin.
