Kakashi is def kage level..maybe not a high kage but a kage regardless! The leaf village wouldn't just nominate any rookie to be hokage..obviously they need a strong shinobi to protect the village!! And its really unfair for you to compare other kages skill to kakashi..u have seen kakashi fight...
