I know that question sounds dumb...so let me clarify. So the sharingan user (I'm saying "user" because not all that had the sharingan were/are Uchihas) need chakra to activate the sharingan and apparently Non-Uchihas waste more chakra using the sharingan that explains why Danzou and Kakashi...
