I'm not underrating him, I'm completely aware of Kisame's Bossness. But He definately couldn't take Tobi, Nagato, Itachi, or Sasori. He's probably about on par with or a little weaker than Oro. Perhaps a more accurate list would look like Tobi Nagato Itachi Sasori Oro Kisame/Konan/Kakuzu*...
