Konoha would rule over all other villages. Hashi was peaceful and trived toward peace, Madara probably would've owned all the other villages.

He can't cut through susano'o, and, hidans body woudn't be recognizable from susano'o.

Right now, idk, but after Sasukes power up, which is likely to be the rinnengan, or just the perfect susano'o, then i give it to Sasuke, but atm, probably hiruzen, who knows though. Hiruzen may not be able to handle susano'o or amaterasu, and, Sasukes tsukuyomi isn't fantastic, so, leave that out.

I'm kind of thinking his eyes COULD go beyond that of the rinnengan, mainly because i think Kishi is going to have them become the strongest two shinobi to ever live besides the SO6P. But if it doesn't exceed the rinnengan, he will have the rinnengan.
