well it could be but we have never seen sasuke use IT so its also just a concept.... moreover Itachi was the only one to use tsukyomi .... finite tsukyomi however was used by obito in a movie without rinnegan.... Madara was also able to cast IT with the moon which resulted in catching everyone...

that must be it sasuke awakened rinnegan by not gaining senjus tissues or cells but he awakened rinnegan by receiving chakra or power from sage of six paths but that path doesn't indicate if hes on full power or not because his rinnegan always stays the same i haven't seen anywhere sasuke's...
