Fodder #26 was definately the strongest, his great skill in handling nothing is overwhelming! He blew the enemys away like they weren't there (they weren't) and his stomps are killing ants! His ultimate technique is his strong breath of uselessness which fodderizes nothing U_U

well...in the beginning of Naruto Neji was a boss and Hinata the weakest of all Genin...Neji got trolled, didn't become much stronger but Hinata did. She developed many great techniques some of them stronger than Neji's and the difference between them is not as big as it was once...I think...
