dude its not itachi ..he would be 2nd or so ...minato will always be first no matter how you look at it ..you could say itachi because he was older and had more expirience and more time to learn things.. but minato was younger- he made rasengan from watching the kyubi use tbb ..for the first time ...he firgured out tobi's s/t faster than people who have seen it more than twice..he out smartest alot of people ...and he always was at his best since he was a kid.. ( at the part where he rescues kushina) - if minato lived to itachi's age he would have been smarter from the expirience though i understand people saying itachi is first though... i just dont believe he is

Minato even knows about the TBB was coming, and prepared for space-time barrier, he also have great knowledge about it. Besides Minato is better than Itachi to find the targets weakness, but Itachi is better on analysing thing fast, without speaking it out.

Minato created rasengan which was based on tbb that means he has experienced a fighting with a biju before since he had rasengan that means it wasn't the first time he faced a tbb and a bijuu he had intel it was itachi s first time facing a ct and he imediatly found out the weakness so itachi has the edge here itachi also knew about rinnegan s shared vision which shows his Knoledge

When Itachi shows the capacity to fabricate techniques such as Hiraishin or Rasengan, create fuuinjutsu on the level of Shiki Fujin, analyse the mechanics and potential hazards/shortcomings of a technique (Chidori, Raikiri) after only viewing it once or be labelled as a genius seen once every decade/generation then perhaps he can be put ahead of Yondaime.

i must admit itachi seems smarter, because i/we have never seen minato actually analyzing any battles before, but the smartest shinobi would have to go to shikaku. (shikamaru's father)

Minato didn't create Shiki Fūjin. It was an Uzamaki technique that he encountered through his relations with Kushina. Minato didn't "fabricate" Hiraishin or Rasengan either. They are variants of the kuchiyose and tailed beast bomb techniques. Itachi has created fūinjutsu though, sealing techniques that Obito called amazing, and created clones out of his summons to save energy. Itachi has also analyzed techniques more impressive than Chidori, like Edo Tensei, Chibaku Tensei, and Rinnegan shared vision. Lastly, Itachi was also labeled as a genius that hadn't been seen since the conception of the ninja academy and someone that Orochimaru, a genius stated by Hiruzen to be of the caliber that came along only every few decades, idolized.

We haven't seen much from Minato, but we've seen enough to know he's genius. I would still say Minato even though Itachi is probably just as intelligent.

in my opinion its minato, itachi is very smart and all but he uses typical uchiha techs (susanoo, tsukomi, amaterasu ...) techs that other smart uchiha can use (sasuke for example), minato on the other hand invented a monster of a jutsu that he can use with no effort (remember the three dudes that waned to do it) invented a jutsu and used it with sick style, minato is his genius jutsu (the one that made him the yellow flash of konoha)
