Well, you see..they might be in Narutoverse but they just don't convince me. They have a lot of potential though, but they're sort of disappointing. Especially Anko.

What do you mean? I added them, they can't be Jonin for two main reasons:
-they both have Rinnegan and Sharingan implanted in their eyes (as a mix)
-they have a Jinchuriki which gives them enormous amounts of chakra and advantage over most people

actually the long lifespan and chains is basically the only good thing. she cant perform those fuinjutsus as she is self admittedly bad at ninjutsu

I don't see how you can justify putting up some female jinchuuriki, but not others. By the way you made this list at the very least Kushina (if not Mito as well) should have been ranked as Low Kage.
