I say it's harashima senju, not even an uchicha. I base this on things I've seen and not seen. 1 tobi can heal useing senju cells and even some wood style. saying he took the cells, 2 he shows he can use earth techs and some water, never shows fire. which an uchiha norm thing its what their known for other then the eyes. 3 why the mask? if he really didnt care about being known then he wouldn't hide his face. I know harashima was reanimated during the hokage fight, but you know they'll find some way to work around it. also we know that senju can control Uchiha eyes leading to it could very well be harashima. I think Harashima never died and found a way to prolong his life. and has become disgusted with the world. that's who I think tobi is, it would be an awesome twist and alomost nobody would see it coming.

I just thought about something. I reread the Madara chapters and got to some conclusions:

Madara survived Hashirama and Tobi "Fake Madara has mirrored him talking about him when meaning the real Madara, it was intended that the Rinnegan was supposed to be used to revive Madara and that he obtained them shortly after his death. He called Tsuki no Me for "Our plan".
So was he then collaborating with Tobi? or perhaps also Akatsuki which he or Tobi created. He also knew about Nagato so he must have implanted the eyes into him.
Then Tobi was likely supposed to manipulate him into using them to revive Madara.
We know Tobi was very serious about Madara not taking Izunas eyes.

So my thoughts are that if you could use the Rinnegan to revive someone that died decades earlier, then Madara should have been able to revive Izuna.

So maybe in order for Tsuki no me to continue he revived Izuna gave his Rinnegan eyes to him so that he could implant them to Nagato and then entrusted the resst to him.

That could mean Tobi actually is Izuna..

But it could also mean Izuna is also Kagami, maybe he pretended to be Kagami, kagami means mirror and he was just reflecting Madara.

Excuse the cut and paste but I covered this in another thread.

If that turns out to be true then Madara is dumb as hell. Madara knows Edo Tensei. While he was alive, Madara could have grabbed a couple of fodder ninja, resurrected Izuna as an Edo, taught him the handsigns and let Izuna release himself. Madara could have then tried to ressurect Izuna using Rinne Tensei and if he died in the attempt, then Izuna would be able to resurrect Madara as an Edo. Madara could have then tried to resurrect Izuna by having him release himself from Edo Tensei then use Rinne Tensei to restore Izuna, failing that he could still resurrect Izuna as an Edo again. If it's not possible to use Rinne Tensei as an Edo, Madara could explore Nagato with his chakra reserves as an option, meanwhile Madara still has his Edo Rinnegan and an infinite chakra replenishment process.

So, if Madara just rushed into rinne tensei for Izuna without thinking it through and died as a result, then he none too bright.

Is anybody forgeting Tobi is probably has some Zetsu in him? So couldn't he trick the 9 tails by making his chakara like Madaras?

but what if he's not?, everyone thought madara died during the battle with harashima. HE DIDN'T!!! he lived on long enough to meet nagato, while under the radar. so why didn't madara ever come back and reek havoc? cuz he knew Harashima was alive. now as far as the hokage battle, I can't explain that one out. but kishi would if it turns out to be him. it would be the ultimate surprise

Althought what if it is Obito. Obito said he regarded those who betrayed people worse then scum. And Tobi seemed pissed at Konan for betraying Akatsuki.

He wasnt someone afraid to say what he wanted about the ninja world, maybe he survived somehow, and was found by the real Madara or Orchimaru or someone and fixed, and then he had memory loss or something and all he cared about was the tsuki no me since he had been living a lie, loosing a life with Rin and Kakashi due to memory loss.

The Anbu should have found his body, and Oro have been in the anbu. Maybe he became a part of Root after his body was found and healed.

Orochimaru Edo Tensied him, he's dead. Also it just flat out doesn't make sense.

Something really caught my eye in this latest manga chapter.. Kakashi said shi...(refering to tobi) before being cut off by gai.. So if its not obito it has to be someone with the letters shi on him

And his still alive after all these years because his eye technique just like tsukuyomi time don't exist inside technique to the victim but with tobis he can teleport himself into that dimension so time is nothing to a person that can be twoplaces at once...
