Tobi isn't their cuz he hasn't impressed me. The only thing he does is faze thru attacks. The only battle he has won is against konan n it was much of a fight. Kabuto hasn't shown me anything really either. Plus oro took back his power from him so who knows what kind of ability he has now. I do agree I shouldn't put hanzo in their since I only seen him battle milfune n it was that good either now that I think about it.

I agree that Tobi isn't really that impressive to be honest but his space/time ninjutsu is the best.

Besides he is fighting Naruto, Kakashi, Guy and Killer Bee all at the same time. In other words he is up against the 9 tails, 8 tails, an MS user and Gates user.

So you can't underestimate Tobi. Although if you take away that annoying run away jutsu, I mean his kamui then he would even lose to shikamaru.

You put kabuto in front of hashirama, ems madara, and naruto. And oonoki shouldn't be in any top 10

That's a good point, I did do a few of them based on hype. But some things should be obvious, EMS Madara was pretty damn close to Hashirama's power level, so he should also be close. Also I would agree to replace the Third Raikage and Onoki, that's also based purely on hype

All of his edo bodies are already destroyed. So yes. And also as itachi did, as long as you find kabuto you dont have to worry about the army.

But in a hypothetical situation of just Kabuto vs Itachi, Itachi wouldn't have a prayer against Kabuto's Edo army. And the reason Kabuto lost in the manga was simply because of the plot. If Kabuto was smart, he would have brought Madara back to kick Sasuke and Itachi's ass. But instead he got greedy and decided to take them on himself
