Did Kurama regenerate his 100% power?

kurama didnt say "even if i had all my power i still couldnt beat juubi" he simply said "i dont stand a chance vs juubi but since juubi doesnt have all ITS power we might manage something". and he seemed to think the only reason juubis incomplete is because it has the kin/gin bros and could be fully resurrected, yin chakra in death god be damned. i think the loss of yin is the reason that naruto as a perfect jin looks so different to bee. its a fact normal people can regenerate chakra even when its been sealed up ( narutos rasengan being warped doesnt mean hes lost that chakra forever). why cant a bijuu?

I don't see why he wouldn't have regenerated all of his power, wasn't that the reason why as Naruto got older the fox showed up more and more? Because it was slowly regenerating it's power?
