I think Deva Path is stronger than Itachi for these reasons:
In the worse case of scenario, he can even use Chibaku tensei, something against we've seen Itachi couldn't handle alone
So, i think Deva is stronger than Itachi
- - Close combat is dangerous when you fight Deva, since you could get hurt badly by a shinra tensei powerful enough to even kill huge toad summons and break all bones in Gamabunta
- - Genjutsu which is Itachis main power won't work on a dead body, especially when you know that he has Rinnengan, which is stronger than Sharingan
- - Amaterasu is a close range jutsu, so to hit Deva, he would have to surprise him in close range, and eventhen, we've seen it's useless since Shinra tensei could push it away
- - Susanoo: Sure it's a great defense, but this defense won't help against Deva since he can control gravity. So it means he could push/attrack someone with either Shinra tensei or Banshou tenin just by manipulating the center of gravity of his body. In this case, any defense won't help. So he could directly push Itachi or attrack him regardless of Susanoo or something. We've seen that Gaara was able to separate Susanoo from his user(Madara), so Deva who can control gravity could do it even better
- Totsuka? Supposing it even hurts Deva somehow, you must know how totsuka works to begin with. It takes the soul of the opponent and then the process of sealing starts. But problem here is that Deva is a dead body, so hurting him with totsuka(if he even manage to) would be useless also since he could not take a soul simply because the soul doesn't exist. Deva is only like a puppet Nagato manipulates from far distance
