All of the battles that you mentioned are based upon Sasukes KG, his eyes see things that most can't, intelligence is how he uses that, which yes he has shown, but no it is nowhere near Shikas level.
Book smarts. Far different from battle smarts and overall intelligence. In a game of shogi, Shikamaru would only win because he's been playing it for his entire life. In just about every other category, Sasuke utterly shits on him. I'd like anyone who blindly reads the manga and severely overestimates Shika's strength to re-read Shika vs Temari. Because Temari crapped on his intelligence in every way, while Asuma says he's a good leader and Kurenai agrees he's smart

See the difference when you compare fighting towards Based Intelligence?A tactician is mainly a person that sits back and devises a plan more then a person who is a warrior that fights using that plan the tactician made.If that plan is successful the tactician gets his praise for being intelligent and the warrior gets his praise for being bad ass.
You rarely see a tactician with high combat strength because that is not their area of expertise.
