Let's look at the facts regarding The Six Paths of Pain's abilities, and then look at Sasuke's to see how they measure up.
Six Paths of Pain(Not Nagato)
-When the Paths are active together, Nagato is able to see through there eyes, thus giving him six seperate fields of vision.
-All the Paths have incredible speed, strength, and the ability to create chakra disruption blades(the black poles). These allow the Paths to incapacitate opponents that are struck with them.
Deva Path- Allows the user to manipulate attractive and repulsive forces, thus pulling an opponent in to attack them, or pushing an opponent or an attack away as a defensive method.
Chibaku Tensei- Arguably one of the strongest Jutsu we have seen in Naruto thus far, is used by the Deva Path. A black sphere of gravity is formed which attracts and gathers objects from all directions pulling them in and compressing them in to a giant sphere. This Jutsu was barely countered by Naruto with his 8-tails cloak, Pain himself even marveled at the strength of the nine-tails, but responded by saying he would have to make an even larger one to deal with it's full power.
Human Path- Allows the user to absorb the soul of anything it touches, as well as read it's mind. This is a one shot ability, anyone or anything touched by this path will automatically lose it's soul.
Asura Path- Allows the user the ability to summon mechanized armor, augmenting there body with extra limbs and weaponry. Provides protection to the other Paths, as well as constant cover fire and offensive capabilities. Some might think this Path is not useful, but in fact it has be shown to be able to take a large amount of punishment. I might also add that something that has mechanized armor would be far less affected by an ability like Amateratsu.
Animal Path- Allows the user the ability to summon various creatures, all which possess the rinnegan and same shared field of vision as the six paths. Some of these summons include a very powerful chameleon able to camouflage itself and anything that touches it. A dog summon with immense strength and speed, which doubles when struck, among others.
Preta Path- Grants the user the ability to absorb an infinite amount of chakra in any form. Any chakra based ninjutsu of any element can be absorbed this way.
Naraka Path- Grants the user two abilities, these include interrogation and resurrection, by using the King of Hell.
Interrogation- implemented on a target, a serpent-like apparition of their life force energy, in the form of an enlarged tongue emerges from their mouth and is presented to the figure. The King of Hell then proceeds to pass its judgement on the victim. If they are lying, their life force energy is ripped out by its two hand-shaped tongues and consumed, leading to the victim's death. If the target is telling the truth, it lets go of the protrusion leaving the target alive but extremely exhausted.
Resurrection- For its second ability, the King of Hell can repair the other Paths, should they be damaged or killed. When it consumed the remains of the Asura Path, the path emerged from the figure fully restored.
Sasuke(EMS)
Basic known Facts- Under his training with Orochimaru Sasuke was subjected to the Sannin's experiments and as a result developed physical enhancements including an immunity towards most forms of poisons. His training has also given him great skill in fūinjutsu and is also otherwise quite knowledgeable in other seals.
Shurikenjutsu and Kenjutsu- Sasuke is well versed in weapons, his swordsmanship has been shown to be lethal and decisive on more than one occasion, and has been used as an important element in his fighting style. Combining his chidori with his weapon to create a more long ranged accurate strike. He is also able to use shadow shuriken technique in which he could hide one shuriken in the shadow of another.
Summoning Techniques- Sasuke is able to summon a hawk, which increases his mobility and allows him to get in close to his opponent from many different angles.
Chakra Nature Transformations- As a member of the Uchiha, Sasuke has great proficiency in fire release nature manipulation. Mastering Fire Release: Great Fireball by the age of 7 he surprised many of his peers, even Kakashi was amazed at such a feat.
He has also been shown combining his fire skills with weapons to create new techniques.
Sasuke is also proficient in the use of lightning release manipulation. Learning chidori early on and combining it with his sharingan allowed Sasuke to better control it later on. This is evident when he learns to channel his chidori allowing him to emit electricity from all over his body. In addition he also able to combine the element with his sword giving the blade immense cutting power, and allowing it to numb anyone it cuts.
Blaze Release: Amaterasu- Is the highest level Fire Release technique, and are said to ignite at the focus of the user's vision. It is also said to be unavoidable. The flames are able to burn through almost anything, and can't be extinguished through any known means. However Sasuke later learns that he possess the ability to extinguish the flames using his sharingan.
Susanoo'- Is the third ability granted by the Mangekyō Sharingan after awakening the abilities in both eyes. It is the user's guardian deity, but at the same time, it consumes the user's life. The user's eyes and body are strained while using Susanoo because it consumes a large amount of their chakra. Susanoo' is materialized from the user's chakra differing in color and appearance based on the user. having Susanoo activated can impair the users movements, and delay the use of other techniques.
Despite Susanoo's impressive defensive capabilities, the protection it grants its user is not absolute. The user can be thrown out of the upper half of Susanoo by an enemy manipulating the substance underneath Susanoo.
Tsukuyomi- A genjutsu with comparable power to that of Amaterasu, Tsukuyomi requires eye contact to be performed before being able to use it. When activated the user is trapped in an illusion which seems to go on for days, but what happens inside the illusion takes only seconds in the real world. This causes intense psychological damage that can incapacitate the victim for a considerable amount of time. Due to the complexity of the illusion and the quickness with which it is executed, an enormous amount of chakra is necessary. Sasuke can perform Tsukuyomi with his right eye, though his illusion is considered inferior to Itachi's Tsukuyomi since it does not alter the opponent's perception of time indicating he has yet to master it.
In conclusion, we can see that both the Six Path's of Pain and Sasuke possesses an immense amount of powerful skills and abilities.
When pit against one another, we can see that Pain's abilities far exceed that of Sasuke's. In Ninjutsu, and Taijutsu, Pain not only surpasses Sasuke, but he has the means to shut down all of Sasuke's attacks. Genjutsu although powerful will more than likely not effect pain's paths the way they would effect a regular person.
Pain remains to be known as one of the strongest characters in Naruto to date, he was known as a god by many and revered as the second coming of the Sage of Six Paths. His abilities and chakra reserves far surpass that of almost any living Naruto character. This is why I believe Sasuke can never defeat Pain.
