It seems like Kishi never planned on giving Kabuto any real glory to shout about. The best he managed was to make Tobi sh*t his pants but once he got the rinnegan, he wasn't bothered anymore.

Nearly all his edo's were sealed, and it turned out that his biggest trump card could release himself from edo tensei at any moment.

His big moment was supposed to be against Itachi and Sasuke, but it turned out Itachi would use one of the most trolling moves in Naruto history, which still renders him useless.
