oh please, Shikamaru has plan to beat Kiba for sure, he just stabs (or binds) him with Shadow jutsu

And right now i feel like he can beat Choji too (I dont read the manga so Choji at the beginning of the war). Shino and Sakura are debatable.

He fought the leader of the sound four and managed to split him in half (that would have killed anyone else) and was able to escape and set up traps. Choji fought the weakest one and pretty much died killing him. Same with Neji with the second strongest. And Shikamaru was going to lose to the 3rd strongest.

And don't forget about the double headed wolf.

her gentle fist would end him before he could even do 1 of his 3 moves he is fodder man his whole clan are useless he is not in the top100 never will be if they were not good trackers he would be completley useless the kinda cool thing he does is that combo when he mergeres with akumaru other than that he is laughable and hinata lol she is like 3rd maybe 4rt in the 11 if you dont count naruto that is as a matter of fact they are all weak none of them will eve be in the top20 or even top 50 thats why i call them by their true name the fodder 11 lol because well thats what they are lee with his gates is probably the strongest then neji then sakura or hinata then sai the rest i cant even remember thier names

Do you got mroe proof that TenTen is weak? A single low end fight don't mean shit especially when you get praise from the 3rd Hokage.

He hasn't faught much in shippuden, so we don't know yet. He still has a jutsu to show according to the databook. We have not seen much of Lee, Neji, and Tenten either to compare. But Shikamaru is strong. In the next chapters maybe Kiba will do more, because he has not really done much in shippuden. So if I said he was the weakest or that he was strong, it would just be assumption. Until the Konoha 11 actually fight ninja other than White Zetsu's, then their strength based is on is assumption. But he isn't that intelligent according to the databook, although he is fast. Shikamaru is strong — he beat an Akatsuki member, and Choji is strong — he did more than defeat White Zetsu's.
