Lots of characters have powers given to them. Deidara wouldn't be that great if he didn't steal his kinjutsu, if Nagato didn't get rinnegan from Madara he wouldn't be that great, if Kakashi didn't have Obito's sharingan, Madara/Izuna's eyes, if Naruto didn't have kurama, etc, etc.

We actually know that it didn't require rinnegan. Madara said he didn't use it on oonki cause he was a child. He didn't say "because I didn't have rinnegan yet" why would a sharringan ability be affected by the rinnegan which has nothing to do with it
