depends on how you define fodder, it varies from person to person

i consider fodder anyone of non-relevance to the main story line, basically excluding main and support characters,who dont have any op abilities

that said, i think it would fall with one of the guards who accompanied the kage at the kage summit, im going with choujiro

edit: i see the consensus is that you dont know their name, in that case, im going with rubber guy as well
