All the villains actually have a valid goal in this manga.

Orochimaru's goal was pretty simple as well.
To master all the ninjutsu and learn the truth behind the art of ninjutsu.
Danzo had no interesting goal whatsoever (he and his dumb village politics).
Oh and yeah sasuke is the biggest goal-less shit i have ever seen xD

That brings it back to Itachis idea of reality.
To them it's the right thing to do, but to us it's an act of terrorism.
It's all about ones perception on how things shud be done. In naruto most protagonist and antagonists want the same thing, but their way of doing it causes the conflict

what? did you just say orochimaru didn't have a goal? bro every time he ever appeared he mentioned his goal become immortal and learn the secrets of ninjutsu. and i honestly don't view danzo as a bad guy he had the right intentions protecting konoha he just went about it wrong

actually orochimaru pursued his ideal because of seing many people close to him die.in the end his idea twisted to what he is known for , pure evil.

yeah, kishi and his team dont really like killers and murderers and stuff so they made all the ninjas that do something"bad" look valid...remember that in this world, things like "good and evil" are warped, people are different too

Danzo wasn't a villain. He just went about things the wrong way when it came to protecting his village.
Nope. Not all.
Hidan. He's just plain evil.
Kakuzu. Money money money and simply evil.
Orochimaru. Lol actually Orochimaru also wanted to rule the world.
Deidara. Doesn't care about anything he just wants to boom! everything.
Danzo is more like anti-villain. Yes he has a valid goal.
Madara deserves his suffering and he's just evil.
Kabuto I don't know.
Tobi I don't know his life.

there were a few like Hidan, Kakuzu, Deidara etc who just kill senselessly, or at least, have petty goals. But the major villians all have valid goals, which is great I think, as that is what gives the character life, seeing what they think and how they got to this point and what they're willing to do to achieve their goals.
Orochi = used massive amounts of cow fodder to attempt to achieve his goal, which is kinda why he is viewed as evil. granted plenty of his experiments help the current ninja world in some indirect way. however he deff has charisma and uses it to a great advantage (kabuto, sasuke, sunakagure, the entire sound village etc.)
Danzou = never really considered a villain in my eyes because if he truly was hiruzen prob would have kicked/killed him a long time ago.
gaara(pre-shrink) = just wanted to kill every1 to satisfy his "mom" and underdeveloped bloodlust.
Pein = you will know suffering... i has haxor eyes and can control life n death soooo...

lets not get confused with opponents now, opponents does not necessarily mean villain.
most of akasuki past and present would probably considered opponents rather than villains, save pein, tobi, and maybe even zetsu.
