Im not sure why people think oro is the best villain. Sure paedophiles in general are villains but stalking kids and keeping them in your basement doesnt make you the best villain. On your list its Tobi by far
As humorous as it is to think about what he may have been doing to these children in his hide-outs, we are discussing things that ACTUALLY happened for sure. And I just think that Oro's goals were a bit more evil than everyone else. And, to me, that is what makes a really good villain. Just my opinion, of course.
pain lamed out to naruto.(i hate that) Kabuto is an oro ripoff. I never liked him and i think he is a punk. Now he has all this instant power and he thinks he is awsome. Tobi uses other people to get his way he is awsome as a villian. However, oro is the best. He is truely evil. No dramtic goal like uniting the world. He wants to become the most powerful and learn every jutsu. He will take advantage of anyone to get this goal. He has experimented on, taken advantage of and imprisoned thousands.

orochimaru best by far, when watching him it was always interesting because of his character, however when i watch the other 3 they all just bore me pain i dont think was a villain at all he just had a warped sence on justice

I actually like tobi's way, he is very strategic in what he says and how he approaches things, the fact that he doesnt give off the evil vibe imo is what makes him even better.

Tobi created akatsuki or was the leader and oro was one of his pawns since he joined, although he had his own intention. Oro demands?, what has oro demanded. I can tell you what tobi has demanded though. He demanded the 5 great nations to force an alliance. He demanded kabuto to tell him how edo tensei works
While Tobi is intriguing, I just haven't taken that much of a liking to him.
Orochimaru was just such a badass. Freaky, disgusting, selfish and so on. I usually don't go for the whole one-dimensional villain but...something about him was just appealing. Also, he half-joked from time to time. Tobi's just constantly stone faced (c wut i ded thar?)
Also, I never liked Pain or Kabuto as characters. Pain was interesting when he was the only one with the Rinnegan but now that has been ruined so...he's got nothing.

You disrespect Orochimaru by calling him a pedophile. Tobi manipulated Nagato since childhood. He also used Itachi young and is trying his hardest to use Sasuke as well. Orochimaru was forced into a life where children are manipulated the moment his parents died. Danzou I assume has alot to do with his current problems b/c I believe he was recruited by the Root sometime after his parents died. It was a storehouse for orphans and the organization brainwashed them into soulless killers. This fits orochimaru's current idiologies perfect.

In the last batman movie, he showed that he wanted carnage for the sake of carnage, and nothing "good" was in his intentions. No world peace, but eradication. Tobi seems like a confused shinobi with a warped view of peace, but not the embodiment of Evil. That title rightfully belongs to Lord Orochimaru.
