He is right.. shishui's eyes were rigged.. and so op, kishi put a 10 year cooldown on them..
Most the evil villians in this manga were chasing after them like dogs for a bone..

Kabuto , tobi danzo etc.. the eyes were so powerful he had to hide them before he died.... and BOTH of them were destroyed....

Even tobi didn't want to give kabuto shishui's crushed eye because he knows kabuto would screw him over with KA...

It's overly powerful in 1v1 fights..
With hashirama dna, according to itachi, the 10 year cooldown significantly decreases..
