Actually, it is you who should read it more carefully. Tobi was explaining to Sasuke how Itachi was lying to him whole his life, and then he said that Sasuke couldnt see through Itachis illusions. He wasnt referring to their battle.

How is genjutsu useless?

When they fought, Sasuke had no problems with seeing through Itachis 3-tomoe Sharingan illusions. Thats how its useless.

Tbh lets me put this down because people are merely basing this on ninjutsu feats. Shame ninjutsu alone doesnt mean you are guaranteed a win or else kakashi would be the strongest. Anyway its a manga fact that base itachi has far more impressive feats and is stronger.

Example base itachi got the better of oro without breaking a sweat at 11-13 and didnt even allow him to use the living corpse reincarnation.

Sasuke at 16 got the better of a weakened oro who had already fought 4 tailed naruto and yet he not only struggled a bit, he got poisoned and oro in fact actually got to use the reincarnation technique on him for sasuke to absorb him instead. Also note that he had help with the cm2

We saw again how base itachi got the better of diedora again without breaking a sweat.
Sasuke in base along with the cm2, at 16 beat deidora with high difficulty.

This two facts alone should tell you who is stronger in base.
Secondly itachi in base got the better of kurenai and kakashi in part1 without breaking a sweat even before he used ms.

We saw the little taijutsu fight they had in a genjutsu where itachi dominated. Further backed by the fact that itachi not only has the better taijutsu and reaction speed, he also has the slightly faster foot speed. Able to evade Bee with samahada but also his kinjutsu. Could argue that whilst itachi was backing off sasuke didnt against bee and got kicked around, this if anything should tell you that intelligence also plays a factor and itachi is the superior genius.

Itachi in base is not only stronger than sasuke, has more impressive feats. But what has allowed itachi to prevail is mostly due to his genjutsu ability, which sasuke can see through thanks to the sharingan. He does however has the fastest handspeed in the series, along with karasu bunshin's to even fool sasuke and kabuto at the same time. Izanami might also play a factor

Basically whilst sasuke might have shown us more ninjutsu feats, itachi has shown us alot more. And who said ninjutsu alone decides a fight?

Should note that whilst i was stating why itachi is clearly the superior in base due to his achievements i did say in this fight genjutsu wouldnt be a factor. The only reason why people think that sasuke would win this is because he has shown us more ninjutsu feats and thats about it. But if you look at itachi in base he is still stronger and his achievements speak for themselves. Even if you exclude genjutsu look how badly he made kakashi look with ease and kakashi in part 1 can champion base sasuke (minus cm2).

There are more things to note other than what you've said like intelligence, reaction speed, hand speed. Even if comes down to it izanami isnt an ms technique

Nobody said sasuke was weak in base but itachi holds one of the most impressive feats in the manga to date in base. People often over look it because he has defeated people with genjutsu. If anything that should tell you how confident he is. He also is no pushover in ninjutsu mastering the fire ball technique at a younger age than sasuke. I did admit that sasuke has shown us more ninjutsu feat, but so has kakashi.
