How the hell is minato on onooki or muu level ??
Seriously we barley seen him fight come on guys these 2 kages can really only fight each other because thier jutsu is so destructive anyone else (most CHarecters ) would lose hands down
Also I Dnt see how minato can take out either shore his speed but both can fly...so yea plz I'm not trying to hate but minato ain't in their league

To add to this, I wouldn't split the Kage level into three parts. At most it's really only two.

Also, I don't think Onoki and Muu should be in the High Kage group. That means you're implying that they were in Madara's general level and we all know that's not true. The 5 current Kage should be grouped in the same category, whatever that may be.

Onooki when he fought madara madara was older and had more expirence plus we didn't even see the battle for a 80-100 year old guy right now who's been fighting this whole time hes doing prett well going against an immortal never ending chakra and stamina rinnigan/harshriama powered madara

They all deserve to be in same catagory in terms of raw power tbh we haven't seen madara do one jutsu that was really his or his clan besides the metor (witch I recall if he did in real life he would die he called it a sucidie jutsu cuz u won't be able to get away in time)

To have a kg you need to be a master of two elements and fuse them together. It's obvious she's a master water style user if she can counter Madaras fire jutsu that took a whole division of water ninjas to counter.
