Wtf neji has the lowest votes?. You are underestimating neji who out of the kids ive listed has one of the best defences. Specialises in one of the best taijutsu, a genius and not easily caught off guard. In part 1 he was so close to defeating naruto and had all his chakra holes block, but due to plot and the fox naruto narrowly won. He is one of the strongest but also imo the strongest genin during the chunnin exam and this was hinted several times by gai and kakashi.

Also why are people talking about haku. Haku was 15. Secondly in part 1 as soon as sasuke activate a 2 tomoe sharigan was able to track his movement. Sorry but any of the 6 people ive named would beat him.

Kakakshi was strong as a kid and was a jonin but rank means nothing. We saw how rock chunnins and jonins dealt with him. I agree even with the sharigan he gained he was strong, but remember how the sharigan affects him, but also his chakra levels would most likely allow him to use 2 chidori's no different to sasuke. Basically kakashi as a kid was around sasuke's level during the chunnin exams and not stronger, he was more or less the same as sasuke and even that ill give that sasuke the advantage because he had both sharigans that do not take a toll on him like kakashi but also had the cm. Sasuke at the valley of the end was stronger.

I'd vote for Kimimaro actually. he was 14 when he fell sick, and his feats when he was dying were brilliant. Can't image what a force he would have been if he wasn't practically a dead man walking.

in this thread, can't decide between Nagato and Itachi, they're far ahead of the rest of the pack. Nagato had mastered the 5 elements by age 10. Itachi already had his great mastery of shinobi tools, mangekyou sharigan and tsukuyomi, and other potent genjutsu. Anyway it depends on if Nagato had fully mastered his rinnegan and got gedo mazo (I don't think it emaciates the user unless you use the soul dragon technique), and whether Itachi had his spiritual items yet. Scaling down for age, I'd guess Nagato is slightly more powerful

Sorry to disagree with you here. I think you believe Sasuke was at the same level as Kakashi at the chunin exam because they had the same technics and the sharingan, but like Zetsu said, sharingan is only a weapon. It's like you say that all Uchiwas with the sharingan are on the same level. What you forget is that, beside the fact one possess a weapon(sharingan), there is also the level that should enter into play. So i highly disagree when you make such a statement without proof.

And no, the one he was fighting were 3jounins(elite ninjas from rock village). It's stated in their databook. There was no chunins in the play there. I think you underestimate them just because they were characters who were not developped at all, but just see their capacities and you can see that it was not a joke. There was even some one who had the same capacity to become invisible like Muu(maybe they are even related). So they were powerful ninjas.

speed , intelligence, genjutsu, taijutsu, are all still there..

10 year old nagato would never have been able to defeat a sannin.. But 11 yyr itachi did..in seconds

Haku is not anywhere near as skilled as Itachi or Nagato. Haku had two elements, and a KG.

Itachi had the MS, insane genjutsu and was an ANBU captain at like 11 or 12.

Nagato had the rinnegan and had mastered 5 elements by the age of 12.

You tell me who is better. So really if you are going to argue, try and do it about something where you stand a chance. Haku can't compare to Itachi or Nagato.
