Kakashi has the edge on this one.

Sasuke has basically become reliant on his Sharingan for all his fights and doesn't tend to use any other skills anymore.

Kakashi honed his skills and Sharingan is something he only uses when pushed to the limit or when he has no other way of seing his opponent.

Taijutsu - i would say kakashi for sure cuz he has so much more experience but just to be nice we will say they r even
Ninjutsu - definitly kakashi all day without sharingan abilities whats sasuke got? chidori n some fire techniques and kirin which would be his strongest move since no shaingan where kakashi has a ton of jutsu in many styles like lightning and earth fire and some water too
Genjutsu - irrelevant since all their genjutus rely on sharingan
so yea definitly kakashi

One thing I would say though,is that this is a big shame for Kakashi. He's a great character and although not as strong now as the OP characters,he'd still hold his own.
Making threads where you severly handicap one user of their best skills is like saying "my characters is strong and would beat yours,if you took away his arms & legs..." You get the drift?

I know you're also taking away Kakashi's but it isn't the same. Sasuke without Sharingan isn't in Kakashi's league but with it is ahead of him.

A better fight would be Kakashi vs MS Sasuke after Danzo-Cause Sasuke still has his skills but he's ruined his sharingan through excessive over-use. Kakashi would win,but only because Sasuke ruined his best assett all by himself.
Sasuke wouldn't see anything,cause he's basically blinded himself. Kakashi would catch onto this and would be able to take advantage.
