Tsunade is better. She has better decision making skills and is authorotative which is especially needed for current times. Also she has much more experience than Kakashi and do not let the elders of the village run the village how they see it. She is also a Sannin. So overall it goes in her favour of bieng a better Hokage. I'm not saying Kakashi is weak in battle and I'm not stating Tsunade is otherwise, just stating the other facts which go in her favour.

Well, to the people who are saying that kakashi should have
been hokage. Would you rather have Tsunade leading mission's
with naruto, sakura, and sai. I know a medic ninja is useful, but
you already have a mini Tsunade seeing that sakura is in the team.
I say that kakashi shouldn't simply because he is a remarkable
