Correction he is the thrid with the exception that Itachi could have been the fourth if Sasuke didn't mess up his life already so that Itachi wanted Sasuke to fix the Uchiha name(Oh yea he is doing a swell job at it by the way Itachi.. lol)

Itachi should have just taken the eyes of Sasuke but then Naruto and Sasuke wouldn't have a fight so it was a necessary sacrifice for Kishi to kill off Itachi.

I'd say Itachi or Madara. Even with his brothers eyes, Madara has the rinnegan and a thousand times more battle experience and Itachi proved he was better down to the last footstep while fighting an illness and near blindness from overuse of the sharingan. The only reason he would stand a reason as of last manga is because it would be EMS vs MS and even then Itachi is immortal until he is sealed, Kabuto lost control over him via Shisui's eye so he can't even release the Jutsu to remove his soul from the body.
