Every story has a higher power other than the main character who is good, for example DBZ had Shenron who could grant wishes but you don't see Goku granting wishes.

Point being, SO6P is good, not evil, so Naruto will not need to surpass him so it won't happen due to plot, Sasuke however is evil so Naruto will pass him in power because that's how a story goes.

he did not gave his power to any tail beast
