That's a tough one, I have seen some older people that read Naruto not know wtf is going on and some younger kids grasp it very well..hard to say lol

I was assuming he knows english well enough and a little japanese.

i remember when i was younger and i used to watch naruto (part 1), i liked the jutsu idea, and a relative told me how naruto was awesome and i should watch it and part 2, but i tried and failed to understand a thing :|

And now i am the biggest naruto fan.

then - 7 or 8 years old
now - 13 years old

Also, they do show Naruto Shippuden on Disney XD, so by the time they get to where we are in the Manga, any 8-10 year old will be in highschool or college. So 8-10 sounds about right for Shippuden...now for part 1 I would say about 5 so they can get to the good shit before they hit their 30's lol
