well intirly it is *shakes my head* u named a hunter, which was just a petty human who didnt know the rules. you of all people should know the rules.

he used a tecnique that was one above his range and two he never learnt it. these are the things you need to watch out and know bout. if a noob is using an A rank justsu it is not aloud at all because its against the normal konoha town rules. which we are a sub section of. understand.

hunters which are only declared by me, if they have asked to be a hunter. hunters have speacil abbilities and in some case can use those jutsus out of there range but only rarely.
if someone askes to be come a hunter clarify it with me frist and i will put it up. i dont want random hunters coming around with out me knowing.

and also
anybody that comes in here saying ooo im vampire rah rah rah so on. and is not listed in the member applications as that. they are just plain humans. and can ONLY used jutsus they have learnt. they have no powers at all.

do i make myself clear?

*nods* good you better hope it dont.
cause sure as hell hard to keep track of everything in one thread all by myself and then worry about others missing things and me having to clean up the messes.
