Tobi says "on his deathbed" which means it happened shortly before he died. He used the remaining power he had to split up the Juubi and sealed the body inside the moon. But bare in mind, Tobi says "And with that chakra removed, its actual body was sealed away and blasted into the sky, where its power could not reach". He doesn't actually state who it was that blasted its body into the sky.
SO6P feared the Juubi coming back after his death which is why he chose to do it on his deathbed. I doubt he would release the tailed beasts unto the world earlier, knowing the dangers they could cause (since noone but the SO6P could control them at this time). Also, it says that he scattered them across the world after splitting them up. Why would he do this if he was to spend more time with them?

It was really awesome but by the way what is the kakashi's new technique??????????

it was a badass technique, most important part of this chapter for me was that.
he used shadow clones then they've used lightning as a chain, then it cut everything in it's way.

I think that the Sage divided juubi because it hated every1 and everything and the sage was hoping that if he made 9 monsters from juubis chakra they could be friendly and stuff.. they were friendly in the begining but ppl wanted they're powers so they started hunting them and make them do things they couldnt then the bijuus got angry and stuff so ppl started sealing them.... we'll see :shrug:

Juubi's eyes are different. I am guessing Tobi wants to get a combination of both the Rinnegan and the Juubi's eyes (Like the Sage's older son had). They are probably more powerful.

i agree with everyone else who mentioned that the 4 tails nme should have been something else. not only kishi is demeaning himself by showing lack of creativity.

he is also demeaning those characters who are kinda worshipped by many.

i understand kishi gives the creator of DBZ all credits of being where he is today but seriosly goku is goku no one else is.

Haha good chapter, thought this seemed interesting.

Kurama from Yu Yu Yakusho was also a demon fox who's spirit/soul was implanted into a human baby.
I haven't seen/read it for myself, but according to the Yu Yu Yakusho Wiki,

...he decides to not look to the past for answers, but to the future. With his loyalty to his human mother, and his friends, he leaves his Youko lifestyle behind...

Now I don't know about the accuracy of the source, but there are some pretty obvious similarities between the two. My guess is that these ideas may come from some other legend that I don't know of, as many of Kishi's ideas do. This could even be supported by the fact that Son Goku from DBZ also has a legend behind it. Hence, I think this could be some possible foreshadowing of the fact that Kurama/Kyuubi will become a lot more friendly with Naruto, though that's fairly expected already...

Sorry if anyone bought up these ideas previously but I didn't see them when I had a quick browse
