Why naruto is still a genin

he said that even if he stays a genin for all his life, he will still become hokage, in that chuunin exam test. that's what i think will happen

Sure Naruto can beat Kages, Jounin and Chunin but he needs to become more of a leader, that's what chunins and jounins do they lead squads, Naruto needs to improve on that before his rank goes up.

Written exam - no leadership skills required. Just correct morality
forest of death - i am sure they meant it to severly test the leadership skills of the gennin but naruto can just solo and reach the tower in less than 5 minutes
elimenatery rounds -defeat your opponent , no leadership skill required
final rounds - defeat your opponent and show your skill . No leadership required.

Naruto can take the exams without having leadership skills and break all records xd

well if it counts for anything sauske is only a genin too. If i had to guess he will be granted an honorary title by the time the war is over anyways. There was a chapter where they discussed awards for people in the war so he will undoubtly gain some new title

Being an Sranked criminal dosnt make him not be a genin. He still is a genin, Being S ranked means hes really dangerous but in the konoha recordes he still is a genin.

Wrong. The only time the chunnin exams test the gennin's leadership is in the forest of death and they do not moniter it as it is almost guranteed to test every gennin's leadership , as they pit them against each other.

Naruto dosen't need that , he use his skills
