Why Osie had this idea Tied vote means no lynch?

What I don't understand is why Osie didn't ask SK about game rule?

And if Osie is scum she got scum chat to discuss about game rule with her gang or asked SK there.

So what could it be here? I think it's a general knowledge that tied vote always get solve by RNG.

So I’m guessing the deciding vote will be Gabi’s. ima assume AL sticks on Gabi unless he just doesn’t where we pray it’s not LyLo, Imp votes Gabi cause he’s one of the few mortals who can actually gage my alignment. Osie votes me for either being scum, solving or self pres. Ryu votes me for solving or being scum. Ansa votes me for either being scum or solving and we have Gabi with the kingmaker.

And I have added, logically speaking her scum buddy would tell Osie that she's wrong and tell her just let the vote tie and RNG going to decide it. Because both wagons are town so it doesn't make sense for mafia to chose to play like that unless they have grander plan.
