Kurama and Naruto didn’t make any agreement before Neji blocked and seal which caused Naruto to channel the chakra from his seal during the chunin exams. Jiraiya only told Naruto that he would have to learn how to draw from the Kyuubis power, Jiraiya never Facilitated an agreement. That happen later on in the series unless you have a scan...

the episode was an OVA from a ONESHOT

to say it is uncanon is to say Gaiden was uncanon as both were adapted from a Kishi One Shot series and both later were mentioned multiple times in the anime afterwards


in the canon NUE arc on the episodes that Kishi himself wrote

Episode 8 and 9 the mentioned the Himawari bit more then twice

plus later in the series they mention it over and over again

so it is canonically there in the timeline


PLUS... in the manga chapter Himawari STILL had Naruto knocked out for the entire day with her GF move... if it was exactly like the last time then kuruma could've reawakned Naruto, regardless of Naruto doing it manually like the exams as we have already known that a Jin can have their tailed beast actively swap with them in consciousness and also help them out of things like genjutsu
