What's my evidence? Simple really.
Tobirama's behavior after Hashirama's death isn't just because Hashirama wasn't there to stop his childish and vitriolic behavior, but because he knew the Uchiha were too strong to handle without his brother around. Rather than allowing them to focus their powers and thoughts on the world, he gave them the job of being police officers to keep them focused on something ridiculously pointless that could be handled by any other clan.
Secondly, Tobirama himself admits that the Uchiha without their Sharingan are stronger. "The Uchiha possess a love and power that exceeds even that of the Senju, and a deep hatred that surpasses that love." Now, you must be thinking about posting that thread where Hashirama talks about how the Uchiha were submitting to the Senju and were being overcome.
The issue with the Uchiha submitting to the Senju was the fact that Izuna was wounded and Madara did not come to the battlefield with the rest of his brethren like Hashirama and Tobirama did. Hashirama and Tobirama are like the two star players of a fairly decent basketball team who carried the entire team to success.
If Tobirama was confident that he and his "superior" clan could handle any Uchiha that got out of hand he wouldn't have focused the Uchiha on being police officers. He was clearly afraid that he couldn't handle the Uchiha.
