In an alternative universe. Pre-Hokageship Tsunade was pretty neutral she was good but she was bad either , she was just riding the fence. I think Tsunade had motive and the power to do so. She could've been Obito petty "Because you killer Nawaki/Dan. She could've wanted to change the way of the ninja world or even seek order. I feel that she would've been much better than Kabuto, and she wouldn't even have to manipulate her DNA to achieve power like he did. She would probably use tobirama forbidden jutsu though, and mito seals.

And the. She would still train Sakura to carry on her will, to prevent meaningless deaths, so she would be a bad guy but for moral reasons.
And anything to see offensive katsuyu, or even a slug sage mode
