in the aspect of physically stronger, seeing as he can change his strength, Suigetsu would be. in a fight, Suigetsu would last longer due his ability to become water, but since it is chakra based he would soon perish to the might of samehada. in ohter words, Kisame's SWORD is stronger than both of them combined. but he would still stand a fair chance with his own sword, the decapitating knife. I'd say that they're pretty even in a sword fight because the chakra it takes Suigetsu to grow his arms won't be drained because he's jsut as good a swordsman as Kisame, loosing a position in the seven swordsman by just a little bit. without either sword though, Suigetsu would kick Kisame's butt.

Definitely, Hoshigaki Kisame. He captured the Four-Tailed Monkey's jinchūriki, Roshi, all by himself. Even Hōzuki Suigetsu can't do that by himself.

To me zabuza is much stronger even though sugetsu can turn him slf into water zabuza can trap sugetsu using water prison or something and in water prison he can turn into water all he wants but it wouldnt help.
