rasenshuriken a high s rank jutsu which originally required 3 narutos, 1 for chakra manipulation, 1 for shape and 1 for nature or element manipulation. Naruto reached the point where he can do all of that with 1 hand in a split second.

I don't think it's underrated, he's expected to be the body, so Naruto does a good job. Obviously, in the beginning he was struggling but he's fine.

He absorbs all the NE around VOTE and controlled it so flawless it had no effect on him..
