Yang seal helped Gai stop turning into ash. Yang seal made a new eye for Kakashi if it wasn't the yang seal then why do the seal appear on everyone he used it on? And even after that Naruto never did that same feat again. It's 100% obvious it was the seal.

If you mean as to why din't he created right of the bat at the valley of the end it was because of chakra.
The databook already especif stated that the reason why created kakashi eyes was because of ying-yang release.
Only person that apeared was on guy witch is weird but it wasn't important it never appeared on kakashi or obito.
And like i said the databook stated that what naruto had done was ying yang release not the yang seals.
