Honestly,all these just seems pointless to me,doesn't matter if naruto is at full power or not,even if naruto had all the power in the world as long as he didn't intend on killing sasuke. We'll never see a true battle between sauce and nardo because idk either of them truly wants the other dead. Vote 2 was never really a battle for naruto,if naruto really wanted it,he could have ended that battle in one or two serious offensive attacks. Even lord sasuke understood this to the point he thought naruto was underestimating him.
