So, it's only natural for Ashura path to have the bijuu's. The only problem is that Hagoromo at some point divided the ten tails and scattered them all around. Therefor, when Ashura was born there was no bijuu to be passed on to him. That's why he had such a lack of potential because his share was not even in his dad anymore.

Look at Boruto. He inherited his father's whiskers instead of three whiskers, he has only two whiskers, but you can say it's in his blood right ?
