People need Chakra in order to be affected by IT. But everyone back then had no Chakra yet. So how did they enter cocoons? Did they die soon after entering?
How did Kaguya put regular people in IT?

Aside from that chakra is made up of physical and spiritual energy. That is power that everyone has, the Chakra that Hagoromo gave them was just used to amplify that

One could argue that animals shouldn't have chakra(aside from some summonings that use natrual energy) but they were still affected by the light is what I'm saying

The manga never explained how people survived before "gaining" chakra, despite chakra being essential to life. Most likely, people still had mental and physical energies, but could not combine them to meld chakra. Perhaps Genjutsu could still work on someone who has mental and physical energies.

basically people had physical energy and spiritual energy, but lacked the means to connect it. When they received chakra from Hagoromo they used it to connect the two energies and amplify their power creating chakra. So Kaguya was the first to have charka, everyone else only had the raw materials with no way to connect them. If IT connected their two energies then Kaguya could actually use even ppl then as her own chakra factories just like she did when BZ resurrected her.
