His MS is just an imitation - a creation of Oro, though it probably has some Uchiha DNA in there somewhere. You can tell it's an imitation just by the fact that all of the MS eyes on his body, the one in that little creature and the clones all have the same pattern; genuine MS all have unique patterns per eye set. Plus, the Shin MS doesn't have a visible pupil, like the real deal. Not to mention Shin's eyes were noted to have weakened with age; something never heard of amongst Uchiha.

In fact, it was noted that the eye power could get stronger over time; as was the case with Madara and Sasuke.
