He'd be able to beat all except Hashirama and Oonoki. Oonoki's Jinton destroys the whole plainfield including Susanoo. Jinton attacks a person on the molecular level so I don't see Sasuke beating him.

Well I don't know how Oononki counters Amaterasu, but other than that idk Oonoki has more ways to kill Sasuke than vice versa

Don't know if Gaara should be counted as high, definitely mid. Even with Shukaku's cooperation, he couldn't hold down eyeless Madara. Just like how one of his strongest offences (Rendan Suna Shigure) did nothing to MS Sasuke's basic body Susano'o despite it being combined with Kankuro, Temari and Darui's attacks.

EMS Sasuke is definitely High-Kage level, just a little lower than the high high Kage tier.

I would agree that only Hashirama/Naruto are stronger than EMS Sasuke. The rest all lose to Sasuke in terms of speed, stamina, destructive power, and versatility. Sasuke can defeat opponents with Genjutsu, Susano'o arrows, Amaterasu, or Susano'o melee attacks. Most Kages would even lose to Sasuke in simple close-quarter combat, considering Sasuke's Sharingan-enhanced reflexes and swordsmanship, not to mention Chidori variants.

People underestimate Sasuke; there's a reason why only Sasuke and Naruto could face Juubito head-on.
