NO,when a shinobi dies he still retains his chakra or takes the chakra with him to the afterlife as seen with obito and others. Chakra isn't converted to natural energy roaming the earth.Humans in naruto have been mutated after recieving hagoromo's chakra,they possess just like veins from birth,they have the chakra pathway system,like veins that carry chakra,it's a permanent part of the human biology in naruto. To produce/generate chakra and use ninjutsu shinobi have to connect their inner spiritual and physical energy together.

In order for you to say Kaguya was stronger prior to her latest fight, you'd be saying that a mother of children loses chakra when giving birth. You'd also be contradicting the concept of how one's chakra intake can increase over time. If Kaguya gave birth to two children who are able to generate chakra, then won't those three together already surpass the amount of chakra Kaguya had? Especially as adults since they had so much chakra and Kaguya doesn't lose any in order for their limits to increase.

Chakra actually the component for human to easily mold their Yin-Yang elements. Like a bridge.
Human have various level of spiritual energy and physical energy that not being mold yet.

I don't think they get weaker over pregnancy. Even if they did however, they come back to original strength some time after birth. Kaguya also could not have shared so much of her chakra because her entire personality is based on the fact she detests other people having chakra. As children their chakra isn't much to her, so she let them grow, but over time their chakra increased because that's simply how it works. She herself doesn't lose chakra while they grow up, so where is the chakra coming from? Themselves. Her statement of chakra belonging to her comes from the ideal that she found it and accidentally gave her kids the same power through genetics.
