Itachi's totsuka doesn't depend on swordsmanship and requires chakra. Also if I include totsuka then Madara PS sword might as well count too.

I didn't factor in chakra rods because Pain and Madara have never used them like swords. They used them more like spears.

Killer B is honestly the best. He outclasses everyone in terms of skills. To be able to keep up with some many swords, throwing and tossing and catching them at so many different angles in rapid succession, while overwhelming his enemy entirely. He has to have the reflex and reaction feats, of a god. Speed feats to, being able to catch a sword between his forearm of foreleg before thrusting it towards the opponents and repeating at such a fast pace. It would boggle anyone's mind, trying to do something like that without dropping a sword or cutting themselves. And to think that he could possibly add more swords, using Hachibi's tentacles. Not even Sasuke, with a single, simple sword, could maneuver his blade to keep with Bee's skillful attacks. The only person able to keep up with him would be Drunken Lee.

That part about is B vs Sasuke is very true. B overwhelmed a MS user so bad that even his eye precognition couldn't keep up.
