or

Rikudo chakra = all bijuus together

SO what is Rikudo chakra?

They aren't specifically Rikudou power; Kaguya can use them, too. They're just high-level Yin/Yang Senjutsu, so you pretty much have to be Rikudou-enhanced or a Juubi Jin.

Well given the explanation the manga's given us, Obito even having Rikudou Chakra is a plot hole (if it's even mentioned that he had it). Obito had the Juubi.

Rikudou chakra is not Uchiha + Senju Chakra, it's specifically Indra's + Ashura's Chakra.

Their Chakra transmigrated into select members of their decendents, and Obito was not one of them, Hashirama/Madara and Naruto/Sasuke were.

Therefore Madara combining his own Chakra with Hashirama's acheived Rikudou Chakra (the Rinnegan), because they were transmigrants of the Sage's sons.

Obito just transplanted Madara's Rinnegan and used the Gedo to become Juubi Jin.

What I am trying to say is that the descendants would have inherited Indra's and Ashura's chakra even if it was watered down cause they came from that bloodline. The fact that all the Uchihas can use the Sharingan may be used to support the theory that it was formed from the trace remains of Indra's chakra. (As Hagoromo has never shown to use Sharingan and Indra was the first Sharingan user).
